LOL! Either they can't read or they simply don't care!
I saw signs like this when I was in California at Del Mar. Those gulls couldn't or wouldn't read either.
One of the best things about being a photographer is that you're alwaus looking at your surroundings and needing to capture the beautiful, the story or sometimes just the humor of every day. Like gulls ignoring water safety rules. :-)
I had a photo similar, but the sign was "No Parking" and the gull had just left his calling card so to speak on the signage. LOL
